- Relevant foundation. Background in EPR, packaging/environmental policy, sustainability, or regulatory affairs, built in industry, at a brand, PRO, or consultancy, or through government advocacy
- Regulatory fluency and range. Ability to read and interpret primary statutory and program text across multiple jurisdictions, including programs still taking shape, and translate it into a clear operating approach
- Builder's instinct. Comfort creating programs, content, and structure in areas that are new or still taking shape, without waiting for a template to exist
- Customer- and stakeholder-facing polish. Confidence engaging producers, prospects, regulators, and industry groups, with the judgment to know how much detail each audience needs
- Comfort with ambiguity and pace. The ability to stay organized and credible in a fast-moving regulatory environment where guidance is often incomplete and deadlines compress
- Self-direction. A track record of owning a domain end-to-end with minimal oversight in a remote, cross-functional team
